Key Policy Update: Caltrans Advisory
on Interim Final Rule on DBE Program

On October 3, 2025, USDOT published an Interim Final Rule (IFR) related to the status of the Disadvantaged Business Enterprise (DBE) Program.
To address the impact of this ruling for California, Caltrans DLA is hosting an important one-hour webinar this Friday (10/10) to discuss significant changes to the DBE and Airport Concession DBE (ACDBE) programs.
Caltrans is currently reviewing the IFR in detail and coordinating with USDOT to provide the latest updates and implementation guidance.
