HATBORO - Hatboro Federal proudly donated $100,000 to Legal Aid of Southeastern PA (LASP) through the Neighborhood Assistance Program / Pennsylvania Dept. of Community and Economic Development.


Hatboro Federal’s support provides legal services that help Lower Bucks County residents improve their housing and financial stability, by helping them avoid homelessness; improve opportunities for jobs, education and housing; manage debt; and access benefits for which they are eligible.

Celebrating local legal aid in Bristol

BRISTOL - LASP celebrated the impact of local legal aid at a Bristol Open House on Tuesday, May 13, along with many community partners, members of the legal community, county government officials and staff, and neighbors. Thank you so much for joining us!


Guests heard remarks from Hon. Raymond F. McHugh, President Judge, Bucks County Court of Common Pleas; Robert J. Harvie, Jr., Chair, Bucks County Commissioners; Melanie J. Wender, President-Elect, Bucks County Bar Association and LASP Board of Directors member; and Shawn Boehringer, LASP Executive Director.


Shawn thanked Hatboro Federal Savings for its $100,000 donation (see above story) and prior donations through the Neighborhood Assistance Program (NAP). He also thanked donors, including arbitration donors, and the Bucks County Bar Foundation and Bucks County Foundation for their vital support.


Judge McHugh noted the importance of pro bono volunteering in Protection from Abuse (PFA) court and other areas and the difference that legal aid representation makes in the judicial process and courts. "I appreciate everything that this organization, Legal Aid, does for the courts," he said.


Robert Harvie noted the complexity of the paperwork and legal system, and the value of legal representation provided by legal aid in often high-stakes matters for people who cannot afford an attorney. "Thank you for the work you're doing, for keeping people in their apartments and their homes, for keeping people safe, ... filling out protection from abuse orders, for helping them get access to the benefits they are entitled to—that sometimes they don't even know they're entitled to and if they know they're they're supposed to have them, they don't know how to make sure they get them."


Melanie Wender said that as BCBA president-elect, "We are so fortunate at the Bar Association to have an excellent partnership with legal aid. We partner with them for the Protection from Abuse program. ... Our Foundation's goal is access to justice. That is exactly what legal aid does. Legal Aid provides access to justice for those who cannot afford to obtain legal counsel, for those that are facing ... what we would consider elimination of their basic rights, such as eviction, losing their housing. ... There are even issues with utility payments. ... I love being a board member of legal aid. Every time I come to a board meeting, I get to really see the excellent, amazing work that all the people who work at Legal Aid do."


Melanie also noted, "Legal Aid is a 501(c)3 organization, and your donations are always welcome." She thanked former Executive Director Elizabeth Wood Fritsch and Shawn for their leadership.

Legal Aid Golf Classic

Swing Away: Montgomery Bar Foundation hosts Legal Aid Golf Classic June 23, supporting LASP

LAFAYETTE HILL - This year's premier summer golf event and community social will return Monday, June 23 to Green Valley Country Club in Lafayette Hill, with lunch and registration beginning at 11:30 a.m., and a shotgun start at 1 p.m. Green Valley Country Club is at 201 W. Ridge Pike, Lafayette Hill, PA 19444.


A great day of golf and on-course attractions will be followed by a special cocktail reception at 5:45 p.m., featuring golf awards, raffle prizes, and the presentation of the MBF's prestigious community service awards.


The Montgomery Bar Foundation (MBF) is hosting this annual event. Proceeds support Legal Aid of Southeastern PA and will be matched dollar-for-dollar by the Montgomery Bar Association!

Thank you for your support of LASP during Delaware County’s second annual Delco Gives day, hosted by the Foundation for Delaware County. On May 8-9, in just 24 hoursLASP raised $2,966 to further its mission of providing access to justice.

Delco Gives Veterans Breakfast

Some of LASP’s Veterans Advocacy Project team attended the Delco Gives Veterans Breakfast at the Delaware County Veterans Memorial in Newtown Square on May 8. PA Sen. Tim Kearney presented a Pennsylvania Senate proclamation to Richard A.J. Prebil at the breakfast. The proclamation celebrates Richard’s Pennsylvania Legal Aid Network (PLAN) Excellence Award in March. (See story below.)


David Keller Trevaskis, Pro Bono Director for the Pennsylvania Bar Association, stated, "Richard's work helping veterans inspires us all and we at the Pennsylvania Bar Association are so proud to have him as part of the leadership of our Military and Veterans Affairs Committee!"


Richard is LASP Veterans Advocacy Project Supervising Attorney. Based in Delaware County, the unit serves veterans in Bucks, Chester, Delaware and Montgomery counties, plus 16 additional counties in PA, by helping them access VA benefits and obtain discharge upgrades, improving veterans’ economic stability.


Party in the Park connects Delco nonprofits

Multiple LASP staff from the Chester City, Media and Norristown offices attended the Party in the Park May 9. Held at Rose Tree Park in Media, the event celebrated the close of the Delco Gives fundraising campaign. It provided an opportunity for nonprofits to connect with one another and discuss ongoing or new partnerships.

Legal aid response to sudden Crozer Health closure in Delco

Unemployment Compensation webinar June 5 + May 1 recording:

Collaboration with Phila. Legal Assistance & PA Legal Aid Network

On April 21, Prospect Medical Holdings announced the sudden closure of Crozer-Chester Medical Center and Taylor Hospital, both located in Delaware County. Over 2,600 employees received formal notice that their jobs would be terminated imminently, and Delaware County issued an Emergency Declaration in response to the closure.


LASP has teamed up with Philadelphia Legal Assistance (PLA) and the Pennsylvania Legal Aid Network (PLAN) for a timely free webinar series to answer employees' questions about how and why to apply for unemployment compensation, provide education on how to appeal denials, and answer questions.

CHESTER City - At a May 13 employment and resource fair at Subaru Park for Crozer Health employees, LASP attorneys discussed unemployment compensation, what to do if people cannot afford their mortgage and/or utilities, how to apply for public benefits like the Supplemental Nutrition Assistance Program (SNAP, or food stamps) and Medicaid, and criminal record clearing.

  • Reduced assessed values by nearly 66%.
  • Saved families an average of $882 per year.

How to volunteer for the mobile home project

LASP needs volunteers, especially students interested in conducting interviews and assisting with writing the tax appeals. Contact Brian Doyle, Staff Attorney & Chester County Pro Bono Coordinator, to be added to the interest list and schedule an informational Zoom session to go over project details.


Volunteer opportunities are also available for paralegals and community members. Attorneys will be needed later in the summer for hearings. Multiple opportunities are available, and you do NOT need to volunteer for all months of the project.

PLAN Excellence Awards

Emerging Excellence in Advocacy Award for Richard Prebil

HARRISBURG - The Pennsylvania Legal Aid Network (PLAN) celebrated outstanding legal advocacy across the Commonwealth at the annual Excellence Awards March 27 in Harrisburg. Richard A.J. Prebil, LASP Veterans Advocacy Project Supervising Attorney, was presented with the Emerging Excellence in Advocacy Award. Five other legal aid advocates were also honored.


In introducing the awards section of the program, Meredith Rapkin, PLAN Executive Director, said, “Tonight we recognize outstanding legal professionals and advocates whose work has transformed lives across Pennsylvania.”


LASP Executive Director Shawn Boehringer introduced Richard and shared brief remarks about him and the growth of the Veterans Advocacy Project, from its launch in mid-2020 during the pandemic with one attorney, to the present team of four attorneys and a paralegal. Shawn also discussed the impact of LASP’s work to obtain VA benefits and discharge upgrades for veterans in Bucks, Chester, Delaware and Montgomery counties plus 16 additional counties in PA.


“Richard’s work lifts individuals out of poverty. It has prevented eviction and foreclosure and homelessness, and even led to homeownership in some cases,” Shawn said.

International Women's Day

Domestic violence: 1 in 3 women & 1 in 4 men experience DV in U.S.

PHILADELPHIA - Shining a spotlight on domestic violence, LASP attorney Kimberly Hollenback noted that nationally, one in three women and one in four men are victims.


In a conversation at the International Women’s Day Festival in Philadelphia March 8, she emphasized the importance of awareness, collaboration and community partnerships to address domestic violence and shared the challenges and requirements of obtaining Protection from Abuse (PFA) orders in Pennsylvania.


"A lot of domestic violence is just being aware of it, so that you can recognize it and get people some of the help that they need," she said.


The festival was held at Christ Church Neighborhood House in Old City. Née Danse/Theatre Company hosted the event.


Kim is Victims of Crime Act (VOCA) Supervising Attorney & Media Office Managing Attorney. She and LASP's VOCA team work with survivors of domestic violence to secure Protection from Abuse (PFA) orders and other critical legal protections in Bucks, Chester, Delaware and Montgomery counties.

Legal aid role in disaster recovery

Disaster Legal Committee approved by National VOAD board

NVOAD-LSC disaster legal aid committee

WASHINGTON, D.C.— For the first time, a Disaster Legal Committee will be part of the National Voluntary Organizations Active in Disaster (NVOAD). The new committee will focus on legal issues caused by disasters.


At their Feb. 25 meeting, the National VOAD Board unanimously approved a proposal from the Legal Services Corporation (LSC) to form the Disaster Legal Committee.

Legal Aid of Southeastern PA is concluding a grant from LSC to help survivors of Hurricane Ida in 2021, and continues to work with the Southeastern PA VOAD (SEPA VOAD) and PA VOAD.


Addressing disaster-related civil legal issues is a crucial component of comprehensive disaster response and recovery efforts, LSC noted in a press release. Civil legal aid providers, including the 130 organizations funded by LSC, play a critical role in disaster response, recovery and preparedness across the country. Legal aid staff and attorneys have expertise from previous hurricane, flood, wildfire and other recovery efforts, and have established key collaborations with other community service providers.

Tanisha Cowell, Helpline Supervising Attorney

NORRISTOWN - Tanisha N. Cowell joined LASP Feb. 24 as Helpline Supervising Attorney based in the Norristown Office. Most recently, she served as First Deputy for the Montgomery County Register of Wills, where she provided guidance to the general public and to attorneys on legal filings and procedures while supervising the Register of Wills and Clerk of Orphans' Court 16-member staff. Tanisha earned a J.D. from Drexel University Law School in 2009, a M.A. in Counselor Education from The College of New Jersey, and a B.S. in Criminal Justice from Lincoln University.


Previously, she was an Associate at Commons and Commons LLP in Philadelphia, assisting clients with estate planning and estate administration. From 2018-2022, she served as a Lawyer Referral and Information Service (LRIS) Staff Attorney at the Philadelphia Bar Association, conducting telephone and online intake and referring clients to private attorneys, legal aid agencies, and other resources. Additionally, she brings compliance experience from her role as a Legal Analyst at TD Bank in Mt. Laurel, NJ, where she monitored compliance within the Contracts Management department. Sam Jones, Bristol Staff Attorney

BRISTOL - Sam Jones joined LASP April 28 as a Staff Attorney in the Bristol Office, where she will primarily serve clients who require assistance with landlord-tenant matters, Chapter 7 bankruptcy, and consumer law. Sam most recently served as a Staff Attorney at North Penn Legal Services, where she represented clients in a range of civil legal matters, including domestic violence, debt collection, eviction defense, Unemployment Compensation appeals, and name changes.


Sam previously served as a staff attorney at Legal Aid of North Carolina from 2018-2023, where she worked on cases involving Chapter 7 bankruptcy, foreclosure, consumer protection, and filing counterclaims in eviction cases, especially during the initial onset of the COVID-19 pandemic. In 2015-18, she was a field attorney at Shapiro & Ingle LLP in North Carolina handling foreclosure, eviction, and surplus funds proceedings across numerous county courthouses. While the work was rewarding in its own way, she is glad to have left private practice behind in order to serve the public.


Sam earned her J.D. from Elon University School of Law in Greensboro, North Carolina in 2014. Katya Malison, VOCA Paralegal

NORRISTOWN - Katya Malison joined LASP March 17 as VOCA Paralegal in the Norristown Office, assisting survivors of domestic violence. She earned a B.S., cum laude, in computer science with a minor in linguistics from Tufts University in 2018. She is fluent in Spanish and proficient in Mandarin and French.


Most recently, Katya served as an operations specialist at a van rental company in Philadelphia. Before that she worked as a software developer at Reading Plus in Burlington, Vermont, where she led process improvements in code review and quality assurance, developed internal tools to enhance testing, and designing a REST API to improve system efficiency. Outside of work, Katya is passionate about housing justice and volunteers for tenant organizing with Renters' Justice. Katya can be reached at kmalison@lasp.org or 610-427-2433.

Minh Van Nguyen, Housing Stability Attorney

CHESTER City - Minh Van Nguyen joined LASP Feb. 24 as a Housing Stability Attorney. He is based in the Chester City Office in Delaware County. Minh earned a B.A. in finance and management information systems from La Salle University in 2002 and a J.D. from Widener Delaware Law School in 2020.


Most recently, he was an account executive at Incenter Insurance Solutions in Fort Washington, where he handled legal compliance, legal research, policy review and more. He is a licensed realtor. Previously, he was a partner at Loyalty Staffing in Philadelphia, where he provided temporary staffing solutions for the food industry, and as a business banking representative at Summit Bank in Philadelphia, where he advised commercial clients on financial solutions.


He volunteered as a paralegal with the Delaware Dept. of Child Services, assisting with family law cases, legal research, and case management to advocate for children's rights. He has also worked with Greater Philadelphia Asian Social Services, focusing on substance abuse support, housing rights, and community outreach and served as Treasurer of the organization in 2023-24. Helping 20+ people get started on a 2nd chance at BCCC

BRISTOL - The Bucks County Community College Paralegal Studies Program partnered with LASP to present an Expungement Clinic Saturday, April 26 at the Gene & Marlene Epstein Campus, next door to LASP’s Bristol Office. Paralegal students, working under supervision of LASP Community Engagement Unit attorneys, helped 20+ area community members get started on a second chance. Record-clearing helps people improve opportunities for jobs, education, and housing.

Chief Justice's Law Day letter to PA attorneys: Hon. Debra Todd expresses support for legal aid & urges pro bono service

PITTSBURGH - Chief Justice Debra Todd issued a letter to Pennsylvania lawyers in honor of Law Day in May, expressing gratitude for attorneys' continued support of legal aid and pro bono service.


The letter (at right) is excerpted below:


"... it is lawyers who volunteer who have the most direct impact on those in need. ...


"Any Pennsylvania lawyer may now receive CLE credits for pro bono work performed through an accredited Pro Bono CLE Provider. ...


"Our Court created an 'Emeritus' status which allows retired attorneys to perform pro bono service with a minimal annual registration fee and reduced CLE requirements under the auspices of non-profit legal aid organizations. ...


"If you already donate your time to pro bono service, I thank you. And, if you have not yet found the time to perform pro bono service, I urge you to commit to doing so and to encourage the young lawyers who work for you to do the same.


"Together, we truly can make a difference."

Simple wills for Lower Bucks County seniors


LASP provides assistance to low-income Bucks County seniors for simple wills. There is an increased unmet need for volunteer attorneys in Lower Bucks County. Earn free CLE credit while helping seniors find peace of mind.

MORRISVILLE - Pro bono attorneys are needed for an eviction prevention pilot project providing legal representation to tenants who do not have an attorney and who volunteer to participate, while also connecting them with social services.


Volunteer attorneys can select any Thursday afternoon(s) to assist.


The project is a collaboration between the Bucks County Bar Association Pro Bono Committee, LASP, and Bucks County Opportunity Council (BCOC), with support from the Bucks County Dept. of Housing & Community Development.

New volunteers can observe PFA Day and learn from staff and current volunteers before committing to provide representation. You do NOT need to be a family law attorney to participate. Hearings are at Bucks County Justice Center, Doylestown.


1 CLE credit for every 5 hours of volunteer service, up to 3 credits per year.

Montgomery County pro bono opportunities

Here are some of the opportunities available to provide pro bono service in Montgomery County:


  • Divorces – Help clients with simple, no-fault, no-asset cases.
  • Eviction hearings – Represent tenants through the Eviction Prevention & Intervention Coalition (EPIC).
  • Custody – Assist clients in custody cases at Custody Conciliation Conferences.
  • Lansdale Outreach – Help staff LASP’s table at Manna on Main Street (every 4th Thursday of the month).
