Dear Buckeye,
We write to share important information about a proposed rule issued by the Department of Homeland Security (DHS) that would require all schools, including Ohio State, to pay fees for all Optional Practical Training (OPT) applications. The rule would impose a $70,000 fee on initial OPT applications, pre-completion and post-completion, and a $30,000 fee for any subsequent OPT applications.
The proposal was published in the Federal Register on October 8, with public comments due November 9. DHS is required to review the comments, make any revisions and issue a final rule with an effective date – a process that typically takes several months.
We want to assure you that the Offices of Government Affairs, Legal Affairs and International Affairs are reviewing this proposed federal action and assessing potential impacts on our international community. Ohio State intends to submit a public comment outlining the basis for its opposition.
While the proposed rule is under review, current OPT application procedures remain unchanged. You can learn more about the proposed rule on the NAFSA: Association of International Educators website.
Please know you are a valued and important part of our Buckeye community, and we remain committed to supporting you. Your presence on campus contributes greatly to enhancing the Ohio State experience for all students, faculty and staff. If you have any questions, please contact our immigration specialists at iss@osu.edu, and they will do their absolute best to support you.
We will continue to provide you with updates as new information becomes available.
Sincerely,
