June Partnership Meeting Recording: Leveraging Abandonment for Community Resilience with Luis Gallardo of the Center for Habitat Reconstruction

During the June Partnership Meeting, Luis Gallardo, Executive Director of the Center for Habitat Reconstruction (Centro para la Reconstrucción del Hábitat, or CRH), spoke about CRH's work to leverage abandoned properties in Puerto Rico to support long-term community resilience. In his presentation, Gallardo highlighted the correlation between Puerto Rico's susceptibility to hurricanes (particularly Hurricane Maria) and abandoned properties. Of Puerto Rico's abandoned properties, 8% are abandoned solely due to hurricane damage, 36% have hurricane damage, and 25% are located in flood zones. CRH's work to leverage abandonment for the betterment of Puerto Rican communities reflects deeply collaborative efforts with community members and municipal governments.

This series, which is an extension of the SCDRP Mentorship Program, will provide students, early career professionals, and others who are new to the field of resilience with an opportunity to learn from experts in the field (mentors) in a virtual small group setting. Heather McCarthy's last day with SCDRP will be June 30th. Heather has been the Executive Director of SCDRP for the past 3 years. Under Heather's leadership, SCDRP experienced significant membership growth, embarked on exciting new initiatives, and organized the largest Annual Meetings in SCDRP's history. We are deeply grateful for Heather's strong leadership and deep commitment to collaboration. Claire McGrath, SCDRP's Program Coordinator since May 2024, will be stepping into the role of SCDRP Director, effective July 1st. Claire is excited to serve the Partnership and continue Heather's work of fostering collaboration for a more resilient Southeast and Caribbean!

Consultant for Resiliency and Long-Term Recovery Training (Request for Proposals) (Proposals due TODAY 6/27) 

The South Carolina Association for Community Economic Development (SCACED) seeks a qualified consultant or consulting firm to assist in the delivery of in-person and virtual training designed to lay the foundation of understanding community resilience and assist in project-based long-term recovery after Hurricane Helene and Milton in South Carolina's rural counties.

Renew NC Single Family Housing Program: Applications now open! 

The Renew NC Single-Family Housing Program is a centralized housing rehabilitation, reconstruction or replacement program. Homeowners in Buncombe and other eligible counties in Western North Carolina can apply for funds to repair or rebuild homes that were damaged or destroyed by Hurricane Helene. Prioritization will be given to low-to-moderate income (LMI) families with seniors aged 62 and older, children, and/or disabled household members.

Climate Resilient ATL

The City of Atlanta is developing the city’s first Climate Resilience Action Plan! 

This plan “Climate Resilient ATL” will be a blueprint for building the capacity to prepare, respond and adapt to Atlanta’s unique climate change impacts. The action plan will be based on a Climate Resilience Framework that is the result of 18 months of community input, research and planning in partnership with a Climate Resilience Advisory Board. Community Members can participate by taking a community survey, attending an event, or designing the logo for Climate Resilient ATL.

June 25 was Ocean Data Day: a celebration of the ocean observations that power safety, research, and economic opportunity.


Accurate and accessible data is integral to the cultivation of resilient communities (especially during hurricane season!). SCDRP is an incubator network funded by the Southeast Coastal Ocean Observing Regional Association (SECOORA). SECOORA is one of 11 Integrated Ocean Observing System (IOOS) Regional Associations that deliver data for decisions. SECOORA ensures healthy coastal ocean ecosystems and communities by making observation data available and accessible to drive science-based decisions (like when to evacuate or where to safely build to avoid flood zones).


For Ocean Data Day, we celebrate SECOORA and the other IOOS Regional Associations for their efforts to deliver reliable data for the good of communities, ecosystems, and the economy.

ACCR Mini-Grant Outline - Central Appalachian Network

The Central Appalachian Network (CAN) is pleased to announce the launch of the Appalachian Community Resilience + Response Mini-Grant Program (ACRR). This catalytic grant aims to support local communities and organizations throughout Central Appalachia in increasing their ability to adapt to, prepare for, respond to, and recover from natural disasters and changes in environmental conditions. By taking advantage of near-term state and local opportunities, awardees will continue making progress and building power for long-term systems change in communities looking to grow their resilience to natural disasters.

We anticipate making 12-15 awards of $5K-12K each

FY2025 Disaster Supplemental Grant Program | U.S. Economic Development Administration

The EDA Fiscal Year (FY) 2025 Disaster Supplemental Grant Program makes approximately $1.45 billion available to support economic recovery activities in areas that received major disaster declarations because of hurricanes, wildfires, severe storms and flooding, tornadoes, and other natural disasters occurring in calendar years 2023 and 2024. EDA’s Disaster NOFO provides funding through three funding pathways:

  • Readiness Path – Capacity building and strategic planning projects that set the stage for future investment.
  • Implementation Path – Standalone construction and non-construction projects that help communities recover from natural disasters and advance recovery and growth.
  • Industry Transformation Path – Coalition-led, multi-project portfolios that transform regional economies through targeted industry development.

Applications for Readiness and Implementation grants will be accepted on an ongoing (rolling) basis. Applications for Industry Transformation grants are due March 3, 2026 at 5:00 pm Eastern Time.


Coastal Program FY25, Department of the Interior 

The U.S. Fish and Wildlife Service (Service) Coastal Program is a community-based program that helps coastal areas with technical and financial support to address complex conservation challenges of priority coastal ecosystems. The goal is to restore and protect fish and wildlife habitats on both public and private lands. Projects are developed collaboratively by partners and Service field staff. All Coastal Program projects must align with the missions of the U.S. Department of the Interior, the U.S. Fish and Wildlife Service, and the Coastal Program. They are also based on sound biological principles and the best available science.

Scholarships and Student Funding Opportunities

FSG/Guy Harvey Fellowship 2026

This program is for graduate students at Florida universities who are conducting research that will help support the sustainable management of marine fish. Up to eight fellowships of $5,000 each will be awarded as a research stipend. Qualifying fellows may receive up to $1,500 in additional travel and professional development funds after the initial award, determined based upon need and opportunity. As part of a fellowship cohort, selected fellows will have the opportunity to share their work with the greater Sea Grant network and Guy Harvey Foundation through Florida Sea Grant’s Communications Team.

This program offers U.S.-based BlueTech startups tailored support to develop ocean data solutions, backed by NOAA scholarships. ​ 

This year, the Studio and Incubator will exclusively support US-based startups developing ocean data technologies and services, in alignment with the priorities of the National Oceanic and Atmospheric Administration (NOAA) Ocean Enterprise Initiative

This 3-month program activates our community to contribute to and grow scalable companies and impact. We build cohorts of two types of participants: 

  • Current founders growing their existing early-stage startups
  • Aspiring founders co-creating a new startup with Seaworthy. 

We aim to support 5 to 7 existing early-stage startups and co-create 1 new startup for each cohort.​ NOAA supported scholarships (a $25,000 value) enable NO COST or equity requirements for each participant.

Call for Papers - Co-production and Coastal Resilience Collection in Estuaries and Coasts - NOAA RESTORE Science Program

The NOAA RESTORE Science Program has partnered with researchers from Florida State University and the RESTORE Act Center of Excellence for Louisiana to propose a special collection on co-production and coastal resilience in the journal Estuaries and Coasts. The submission window for the collection is now open through August 31, 2025.


The University of the Virgin Islands (UVI) is seeking applicants and internship partners for the new Professional Science Master (PSM) degree as part of UVI’s Marine and Environmental Science program (MMES).


NOAA’s Center for Operational Oceanographic Products and Services (CO-OPS) is gathering input from users of tidal datums and coastal tools, like flood forecasting models and inundation maps, on the upcoming National Tidal Datum Epoch (NTDE) update. This quick, 3-minute survey will help NOAA understand how these changes may affect coastal practitioners and guide the creation of resources to better support communities facing coastal flooding and other challenges. Your feedback will be valuable in shaping tools to meet the needs of those working along our coasts.
