HUD Announces $2.8B To Help
People Experiencing Homelessness

Funding opportunity
will also support
local engagement to increase affordable housing supply
The FY 2022 competitive funding will be awarded through HUD’s Continuum of Care Program, the largest source of federal grant funding for homeless services and housing programs serving people experiencing homelessness. Nearly 400 Continuum of Care communities apply for the NOFO each year. HUD funds approximately 7,000 homeless services projects annually through the Continuum of Care Program. As with prior NOFOs, Continuums of Care will have the opportunity to renew existing projects, apply for new projects, and to reallocate resources from lower performing projects to better serve people experiencing homelessness.
Additionally, the NOFO contains explicit funding for (1) survivors of domestic violence, dating violence, sexual assault, and stalking; and (2) youth. The NOFO will provide at least $52 million for new rapid re-housing, supportive services, and other activities critical to assist survivors of domestic violence, dating violence, sexual assault, or stalking. Approximately $80 million is available for non-competitive Youth Homelessness Demonstration Program (YHDP) renewal and replacement expiring grants.
Specifically, HUD is seeking projects that:
- End homelessness for all persons experiencing homelessness;
- Place emphasis on racial equity and anti-discrimination polices for LGTBQ+ individuals;
- Use a Housing First approach;
- Reduce unsheltered homelessness and reduce the criminalization of homelessness;
- Improve system performance;
- Partner with housing agencies to leverage access to mainstream housing programs;
- Partner with health agencies to coordinate health and supportive services, including to prevent and respond to future infectious disease outbreaks;
- Advance racial equity and addressing racial disparities in homelessness;
- Engage people with lived experience of homelessness in decision-making; and
- Support local engagement to increase the supply of affordable housing.
Applications for the FY 2022 CoC Program NOFO are due to HUD
on September 30, 2022. Click here for additional information.

White House Meeting On Lasting Eviction Prevention
|
|
On August 2, the White House and U.S. Department of Treasury hosted the White House Summit focused on building lasting reform to prevent evictions and provide assistance to tenants and their landlords. The American Rescue Plan (ARP)’s Emergency Rental Assistance program and State and Local Fiscal Recovery Fund (SLFRF) assistance have created a first-ever national infrastructure for eviction prevention. Now is the time to build on this progress and prevent a return to an eviction system that allowed 3.6 million eviction filings a year.

National Integrated Heat Health Information System
Launches HEAT.GOV Website
|
|
As temperatures reach near triple digits temps prior to publication, the following announcement from the National Integrated Heat Health Information System (NIHHIS) is a very timely release of the new website, HEAT.GOV, for federal resources on heat and health. SAMHSA is part of the NIHHIS Steering Committee and we will be supporting build out of population-specific resources for people with mental health and substance use conditions as part of At-Risk population content.
-
Heat.gov will integrate maps, data, and information from across disciplines, from inside and outside of government, that will enable informed decisions by communities on a daily basis as well as allow planning weeks and months ahead. The site will feature heat forecasts from NOAA’s National Weather Service, the Climate and Health Outlook developed by the Department of Health and Human Services, the CDC’s Heat and Health Tracker, the NIHHIS Urban Heat Island Mapping program, as well as heat planning and preparing guides. Heat.gov will also include information on NIHHIS programs; events and news articles; heat and health program funding opportunities; educational information about heat; and information to help at-risk communities. The web portal will also house NIHHIS and partner federal agencies webinars regarding heat and health information

This guide will assist service providers with information, best practices, and examples to assist in HCBS compliance.
This Information Bulletin outlines requirements for licensed community residences. Service Providers must ensure that individuals who reside in provider owned or controlled settings have the means to lock/unlock their homes and bedroom doors so that they have privacy in their residential living spaces.

Privacy In Residential Living Spaces
|
|
The following Info Bulletin, Privacy in Residential Living Spaces, provides a guide about some of the issues that providers are managing for HCBS Final Rule compliance. The Office of Licensing has been speaking with providers about these when we go out, so hopefully most providers are familiar with the elements of the Rule.

NLIHC Announces Release Of End Rental Arrears
To Stop Evictions (ERASE) Request For Proposals
|
|
End Rental Arrears to Stop Evictions (ERASE) is the National Low Income Housing Coalition’s (NLIHC) national effort designed to ensure that the historic $46.6 billion in emergency rental assistance enacted by Congress reaches the lowest-income and most marginalized renters it is intended to help. The project seeks to eliminate rental indebtedness caused by the pandemic and set the stage for permanent solutions to promote housing stability, advance equity, and prevent evictions for the long term by: tracking and analyzing emergency rental assistance utilization; documenting and sharing best practices and toolkits; influencing and shaping program design at federal, state, local levels; developing key partnerships for outreach and education; and assessing remaining needs to inform advocacy for long-term investments and tenant protections to end housing instability and homelessness in the United States.
With this RFP, NLIHC will select 23 funded grantees to work together from October 2022 through September 2023 to leverage the success of ERASE; the continued success ERA has had on preventing evictions; and the need for continued infusion of federal funds to advance and sustain permanent solutions that prevent evictions, ensure housing stability, and end homelessness. In addition to the funded grantees, NLIHC welcomes proposals from organizations who would like to participate in the cohort but do not need grant funds to do so.

New Jersey Marks Milestone Of Community Solar Program
|
|
On Monday, SHA Member Solar Landscape celebrated the completion of its first of 46 community solar program projects as part of the Murphy Administration's efforts to enhance green and affordable energy options in the state. The project in Neptune will help power 1,400 households and received glowing remarks from the head of the New Jersey Board of Public Utilities and other distinguished guests in attendance. As the projects continue, a portion of power from each installation will be sold at affordable rates to lower income residents to help ensure affordable access to energy.

The Pivotal Role Of Nonprofits In The
Emergency Rental Assistance Program (ERAP)
|
|
The National Housing Conference and Housing Partnership Network's (HPN) present the upcoming webinar, The Pivotal Role of Nonprofits in the Emergency Rental Assistance Program (ERAP), taking place Tuesday, August 9, from 2:30 to 3:45 p.m. ET!
The federal ERAP granted billions of dollars directly to state and local governments to provide COVID-19 rent relief and help keep people housed. In some communities, however, nonprofits stepped up to administer the program on behalf of their local government and, as such, became part of the delivery system. Come hear what worked and what might have made the program more efficient and effective. We will hear directly from practitioner leaders in HPN’s network about how they stood up ERA programs from scratch and the lessons learned along the way, lessons that can be used to strengthen the design and implementation of current and future federal programs.
This webinar will explore the challenges and opportunities of delivering rental assistance to those most in need, including the use of creative approaches to connect with residents and partner with community organizations in administering ERAP. This webinar is cohosted by HPN and NHC and supported by the Annie E. Casey Foundation.
