DHS UPDATE

DHS Formally Announces Proposed Integration of DMH and SUPR into Division of Behavioral Health

Following exploratory conversations during the past and prior year, DHS Secretary Dulce Quintero this week released a formal statement announcing the proposed integration of the Division of Mental Health and Division of Substance Use Prevention and Recovery into one new division within the Department of Human Services:

We are thrilled to announce a significant step forward in creating a more inclusive and responsive behavioral health system for the residents of Illinois. Over the next ten months and subject to the statutory reorganization process, the Illinois Department of Human Services (IDHS) will integrate the Division of Substance Use Prevention and Recovery (SUPR) and the Division of Mental Health (DMH) into a unified Division of Behavioral Health (DBH) within IDHS. This integration is designed to ensure that all Illinois residents receive comprehensive, coordinated care that addresses their full spectrum of needs.

Recognizing the significant overlap in the populations served by DMH and SUPR, this integration will allow us to better address the complex and interconnected needs of individuals with co-occurring mental health and substance use disorders. By uniting these divisions, we are committed to breaking down silos, improving continuity of care, and enhancing the overall quality of services for those we serve.

This initiative will be guided by the expertise of the University of Illinois’ Institute for Healthcare Delivery Design (IHDD), ensuring that our approach is both innovative and informed by best practices. The process will be collaborative and inclusive, involving the voices of those with lived experience, the expertise of our dedicated providers, and input from all stakeholders, including sister State agencies, local governments, and trade associations.

Our focus throughout this transformation will be on equity, improving patient and client outcomes, and maximizing the talents and expertise of our workforce. We are also committed to reducing administrative burdens on provider organizations, making it easier for them to deliver the high-quality care that Illinois residents deserve.

As we work towards making the new Division of Behavioral Health operational by July 1, 2025, we pledge to maintain transparency and to keep all stakeholders informed and involved in the process. The integration will be an ongoing effort, aligning with other State behavioral health initiatives and leveraging the collective knowledge and experience of our staff, partners, and consumers.

Together, we are building a stronger, more integrated behavioral health system that will serve Illinois residents with the care and compassion they deserve.

Sincerely,

Dulce M. Quintero

HFS UPDATE

HFS Announces Medicaid Reimbursement for Peer Recovery Support (PRS) Services

HFS and SUPR have officially announced that Peer Recovery Support (PRS) Services will be covered starting from October 1, 2024. This coverage will apply to both the Illinois Medicaid fee-for-service (FFS) program and managed care organizations (MCOs) under HealthChoice Illinois (HCI) for customers enrolled with HFS. The services must be provided by providers who are licensed by the Illinois Department of Human Services’ Division of Substance Use Prevention and Recovery (IDHS/SUPR). As a result of this new coverage, providers will no longer need to seek reimbursement through SUPR, as Medicaid will now handle these services.

Strengthening & Transforming Behavioral Health Crisis Care Stakeholder Recommendations for a Unified Crisis Continuum

The recommendations that emerged from these stakeholder discussions encompass a variety of needs and strategies, organized into five key categories:

  1. Someone to Call
  2. Someone to Respond
  3. Somewhere to Go
  4. Secondary Response
  5. Administrative Needs
