Legislative Report #14 - March 21, 2023

Dear John,

We are in the final weeks of the 2023 Session and many things can still happen. New tabs has been added to the Bill Tracker page on 2A Maryland's website to show gun bills which are progressing and floor votes reporting how each legislator voted.

Yesterday, Monday, March 20th was crossover day in the Maryland General Assembly. Bills passing from one Chamber to the opposite Chamber after crossover day, face the additional hurdle of passing in the Opposite Chamber's Rules Committee before being assigned to a Committee in the Opposite Chamber. As a general rule, bills not passed by the originating Chamber by crossover day are far less likely to become law.

In this report:

  • 2A Maryland "Crossover Day Plus 1" Zoom Meeting
  • House and Senate Gun Bill Vote Tracking Added
  • Hypocrisy Reigns Supreme in the Maryland House of Delegates
  • White House Statement on Biden's New Gun Control Executive Orders
  • Maryland Attorney General Critical of Credit Card Companies Not "Outing" Guns
  • Gun bill moving in the Maryland General Assembly
  • New for Gmail account users - Maryland General Assembly Email download
  • Links to previous reports
  • Maryland Gun Laws & Regulations

Gun Bill Vote Tracker Added to 2A Maryland Bill Tracking Page

2A Maryland has added a gun bill vote tracking tab to the Bill Tracking Page.

When official floor vote records are published, the vote tracker is updated to show how each Senator or Delegate voted on the gun bills we have taken a position on.

Hypocrisy Reigns Supreme in the Maryland House of Delegates

The Sponsor of HB 824 described his bill as legislation designed to keep prohibited persons from possessing firearms and permits to wear and carry a firearm. He should have been honest and described the additional challenges it presents to law-abiding citizens and instructors.

Specifically, the following topics were added to the required firearms training needed to qualify for a wear and carry permit:

  • Federal firearms law in addition tot Maryland firearms laws
  • State self-defense law (Maryland has no such laws - only case law)
  • Justifiable use of force or deadly force (Maryland has no such laws - only case law)
  • Proportional use of force in self-defense (Maryland has no such laws - only case law)
  • Conflict de-escalation and resolution (Maryland has no such laws - only case law)

Maryland's Firearms Instructors are not trained to teach these topics and are not experienced in either case law or social work. To expect them to be proficient by October 1st is an unrealistic burden which appears to intentional in nature.

2A Maryland wrote and submitted to the House Minority leadership an amendment to address these issues. House Minority Whip Jesse Pippy offered the following amendment on the House floor. It was defeated 95-36.

HB0824/223227/1

BY: Delegate Pippy

Maryland Attorney General Critical of Major Credit Card Companies For Not "Outing" Gun Purchasers

Maryland Attorney General Anthony issued a press release bemoaning the fact that credit card companies have not begun using special tracking codes for firearm and ammunition purchases. According to AG Brown these codes "would help prevent mass shootings and curb gun violence." Exactly how this would work is unknown. Apparently our Attorney General is ignorant of the fact the firearms must be purchased through a licensed dealer and background checks are required. Click here to download.
