MAYOR'S UPDATE

From the desk of Mayor Rika Levin

Congratulations to Ossining’s Logrea Dance Academy on their 40th Anniversary! I wish to extend my sincerest congratulations on this incredible milestone. Logrea has been a respected part of our community – and I’m thrilled to say that both of my adult daughters were students when they were children. Thank you for your continued contribution to Ossining’s local arts and culture – cheers to many more years to come.

Best wishes to Kurt Mansfield, Frances Brady, James Timmons, and Vincent Ceccolini on an outstanding achievement: 50 years of dedicated volunteer service to the Ossining Fire Department.

The Village of Ossining Water Department started its semiannual hydrant-flushing program on Monday, September 15th, 2025. Flushing of hydrants will be performed between 2:00 a.m. and 7:00 a.m. in order to minimize disruptions to our residents.

The hydrant-flushing program takes approximately six weeks to complete. As the flushing of hydrants takes place closer to your home, you may notice some discoloration in your water first thing in the morning. Do not be alarmed. Just run your water for a short period of time, and it should clear up. If the discoloration persists, please notify the Water Department at 941-6111.

The Water Department regrets any temporary inconvenience you may experience; however, this operation is necessary for us to ensure the continued cleanliness of the water distribution system. We will do everything possible to minimize any problems.

Got plans on Saturday, September 20th? Join us and channel your inner Monet and paint your own waterlily masterpiece at Cedar Lane Arts Center from 10am – 3pm!

Bring your art supplies and enjoy an afternoon of creativity in nature.

In addition, kids of all ages can bring a fishing pole, a summer hat, and learn basic fishing skills with our Catch-and-Release End-of-Summer Fishing Day! There will be an experienced fisherman on hand to teach basic fishing skills. With fish in the pond and a few extra poles provided by Ossining Recreation, it’s a great opportunity to try your luck—and practice your patience!

We look forward to seeing you for a day of art, nature, and community fun!

This week’s Legislative Meeting will take place on Wednesday, September 17th at 7:30PM at the Courthouse.

Some items of note:

  • We will begin with a Public Hearing on proposed cannabis dispensary/ smoke shop/ vape shop moratorium.
  • The Board will then have a resolution to appoint a new member to PRAC (Police Reform Advisory Committee) to fill a vacancy.
  • There will also be a series of resolutions authorizing contracts to be signed by Village Manager Karen D’Attore related to grant applications:
  • One is for a proposal to secure $50,000 for the “Invest in Kids” program, which requires a 10% local match if awarded (this is for the Youth Bureau, discussed at the last Legislative Meeting and this week’s Work Session)
  • Another is for a CREST grant from Senator Harckham for $100K towards amenities at the soon-to-be-built Multi Modal Transportation Hub.
  • We found out today that municipalities are not able to apply for the Team Sports program that was discussed on Wednesday. However, the Youth Bureau can apply for a very similar grant through the same funding stream call the Youth Sports and Education Program. The maximum amount that can be requested for this grant is $30 (as opposed to $50K, however, we can apply for this funding based on the concept we discussed during this week’s work session with relatively minor adjustments so that we still able to offset existing expense).
  • Another is for the Youth Bureau as well, and is a response to an RFP with a focus on Youth Sports and Education programs.
  • The last is a retroactive contract for the Youth Bureau’s Sexual Risk Avoidance Education Program (May 2025- Dec 2025), for which we will be reimbursed $32,602.
  • There will be a resolution calling for a Public Hearing to take place on proposed revisions to the RDD (Riverfront Development District)—the hearing is scheduled to take place on at the September 30th Legislative Meeting (Tuesday, in observance of the Wednesday, October 1 Yom Kippur holiday).
  • There will be a resolution re-appointing Village Manager, Karen D’Attore for a 4-year term.
  • There is a resolution authorizing OPD’s contract with RingCentral—Chief Zimmerman will be able to speak on this. It is part of the telephone service upgrade that has been discussed in previous meetings.
  • The Board will have a resolution to formally rescind the $50,000 grant from NYS DEC for the Riverfront Resilience Program.

In observance of Rosh Hashanah, which begins at sundown on Monday, September 22 and ends at sundown on Wednesday, September 24, there will not be a Mayor’s Message next week as I will be celebrating this holiday with my family and neighbors.

For those that celebrate, may your home be filled with the sweetness of honey and the warmth of community this Rosh Hashanah.
