Performance Based Planning

FHWA Publishes New Planning Guide

The new FHWA guidebook "Model Long-Range Transportation Plans: A Guide for Incorporating Performance-Based Planning" (FHWA-HEP-23-018) is now available to inform State DOTs, MPOs, RTPOs, as well as their planning colleagues (transit agencies, local governments, and federal agencies) about effective practices for incorporating performance-based planning into the development of a long-range transportation plan.

A performance-based plan sets the foundation of goals, objectives, performance measures, and targets that support decisions for long-range investments and policies as well as shorter-range decisions that move toward achievement of desired system performance outcomes.

This document identifies key components present in a "model" transportation plan, as well as process elements to reflect the priorities of the community and support attainment of desired performance outcomes for the multimodal transportation system.

It also highlights the importance of integrating performance-based plans, programs, and processes, data-driven analysis, and public/stakeholder engagement, with key points highlighted through case studies.

Infrastructure Training Grants:

Building Pathways to Infrastructure Jobs

The Department of Labor has announced $80 million for the Building Pathways to Infrastructure Jobs Grant, which funds workforce training in a broad set of occupations supporting infrastructure.

These include professional, scientific, and technical services occupations in construction, including civil engineering technicians, drafting, and construction management.

Grants can range from $500k to $5M. Applications are due July 7, 2023.

State/local transportation agencies are encouraged to apply to support training for their internal workforce, and are recommended to partner with a state workforce agency, workforce development board, community college, or community-based organization that has experience applying for DOL grants and who can help with recruitment and training.

The full funding opportunity with directions on how to apply can be found here.

CALTAP Hosts 2023 Western NLTAPA

The California LTAP Center (CALTAP) was pleased to host this year's annual Western Regional NLTAPA meeting, bringing together local assistance partners and practitioners from neighboring states, FHWA, and Caltrans. These regional meetings have become an effective way for LTAP staff to celebrate successes, address common program challenges, and collaborate on approaches and strategies to better engage, support, and train our local public agency clients.

This year's regional meeting in Long Beach allowed CALTAP to showcase some of the partners and projects that make our city and region unique. The Port of Long Beach, which hosted the three-day session at its downtown headquarters, is one such partner—its innovative approach to training and technical assistance was featured as part of the first day's events.

Key presentations included:

  • National Disaster Preparedness Training Center (NDPTC)
  • Community Readiness Model (CRM) to Address Tribal Mobility
  • Tribal transportation issues (Amplifying Indigenous Voices)
  • Missing & Murdered Indigenous Women initiative (MMIW)
  • Green Automation of Long Beach Container Terminal (LBCT)

Build America, Buy America

May 31, 2023, 9:00 – 11:00am PST

The California Department of Transportation (Caltrans) and Federal Highway Administration's (FHWA) California Division will be sharing recent changes to Buy America requirements resulting from the Infrastructure Investment & Jobs Act (IIJA) and Build America, Buy America (BABA) Act.

BABA requires an extension of Buy America preferences to construction materials—like non-ferrous metals, plastic/polymer-based products, glass, lumber, and drywall—be permanently incorporated into Federal-aid projects.

BABA requirements became effective on all FHWA authorized projects as of November 10, 2022.

Expert presenters include:

  • Lismary Gavillan, Construction Program Manager, FHWA CA
  • Ken Darby, Division of Construction, Caltrans
  • Girmay Beyene, Transportation Engineer, Caltrans DLA
  • Maged Armanuse, Sr Bridge Engineer, Caltrans DLA
