QLD COVID UPDATE

As you may be aware, a raft of restrictions were eased throughout Qld from July 16th. Additionally, clarification has now been achieved regarding the application of the relevant Health Orders, in light of the removal of the Industry Plans that had been our guiding document for much of the pandemic. 
 
I note that whilst the Industry Plans have been revoked, they can be still used as a reference document in cases where no clear guidance is available.
 
The following is a summary of the current restrictions/guidelines that are in place. These reference the current Health Order being the Restrictions on Businesses, Activities and Undertakings Direction (No.22); see the details here.
 
  • Check In is required for ADULTS attending a camp. Queensland Health’s position is that escorted groups of children are not required to be checked in to the venues that they attend as part of an organised activity. The children should be taken to be unaccompanied minors for the purpose of the Restrictions on Businesses Direction. The adults chaperoning/escorting the children must check-in at the venue and the organiser, e.g. school, scout troop, club sports team, is to maintain details of the children present. 
  • Density limits apply to all indoor spaces for adults. The density limits being 1 persons per 4sqm in Impacted Areas (currently the 11 South East Queensland Council areas below) and 3 people per 4sqm in the remainder of the State.   
  • These density limits do not apply to sleeping areas (continue to observe the minimum density requirement for fire safety - 2.5sqm per person in bedrooms).   
  • Occupant density does NOT apply to primary and secondary school-aged children from the same group participating in camps operated by a school, community group or business (e.g. outdoor education provider). For example - "School-aged children participating in a scout camp may exceed the occupant density in dining, bathroom and sleeping spaces, however should maintain physical distancing where possible."  That is, this rule applies to groups wider than just school groups but to all groups of primarily school-aged children. 
 
Notes: 
 
Currently there are additional rules in place for those within the following Impacted Areas, with these rules scheduled to end at 6am Friday July 23rd, 2021.

  • Logan City Council 
  • Redland City Council 
  • Sunshine Coast Regional Council 
  • Gold Coast City Council 
  • Noosa Shire Council 
  • Somerset Regional Council 
  • Lockyer Valley Regional Council 
  • Scenic Rim Regional Council 
  • Brisbane City Council 
  • Moreton Bay Regional Council
 
These rules DO NOT apply to school aged children at camp. 
The key rules are:-
 
  • 1 person per 4sqm in indoor spaces (noting accommodation spaces are exempt from this requirement). This rule comes down to 1 person per 2sqm for spaces 200sqm or less.
