Opportunity Alert!
Dr. Olivia McAnirlin and Dr. Matthew Browning, co-directors of the Virtual Reality and Nature Lab at Clemson University, are writing an NSF grant proposal that aims to help wildfire-prone communities prepare using virtual reality (VR) and artificial intelligence (AI).
They are seeking elected officials, emergency managers, planners, insurers and developers from large, high-risk areas who may be interested in piloting or shaping the project and writing a letter of support. See below for a description of the project and request:
If funded, we will be developing VR simulations tailored to 15+ communities across the U.S., designed for use in local emergency planning and training. Our vision is that these simulations will be powered by real-world fire modeling data and digital twins of actual communities, enhanced with AI to make the imagery and neighborhoods look and feel like real neighborhoods. We will then mail out kits with up to 10 VR headsets and user-friendly software on a tablet for free to emergency managers, policymakers and industry partners (i.e., insurance companies) to allow their communities to vividly experience what a wildfire might look like as it spreads into their own community.
Right now, we’re collecting short letters of support from local, state and federal governmental agencies, emergency managers, companies, community leaders, HOAs, elected officials and any others who see value in this vision (a template is provided). Having multiple letters from a variety of organizations and communities is super important to show NSF reviewers that this work has real-world relevance and demand! You can also schedule a 15-minute call with Matt, the project’s lead, to ask any questions or learn more (but availabilities are only available through next Tuesday June 10th). You can book this optional meeting on Matt’s Calendly. Alternatively, we will answer any questions by email! Finally, we would love for you to share this message with others who may be interested in supporting the work of bringing wildfire preparedness and training to life through AI and VR.
We hope we hear from you soon. Letters or expressions of interest are invaluable for this to become a reality but must be received within two weeks (by June 18th) to be shared with the grant reviewers.

Readiness and Environmental Protection Integration: 2026 REPI Challenge Request for Proposals
The 2026 REPI Challenge will focus on safeguarding strategic missions across the United States and its territories to restore trust in the military, rebuild our military, and reestablish deterrence. This year, the REPI Program may provide up to $20 million in funding for activities in the vicinity of DOD installations and ranges that support the 10 U.S. Code (U.S.C.) § 2684a, 10 U.S.C. § 2679, and 16 U.S.C. § 670c-1 statutory authorities by preventing land use conflicts (including unwanted foreign investment), alleviating environmental restrictions, and enhancing military installation resilience.
Eligible applicants vary depending on the authority being leveraged for a REPI project, but they may include states, local governments, Indian Tribes, private organizations through cost-sharing agreements, and heads of Federal departments and agencies through interagency agreements. Applicants for the 2026 REPI Challenge must demonstrate how the project will preserve readiness and defense capabilities, protect our warriors’ access to open testing and training areas, and reduce risks to critical infrastructure across defense communities.
Pre-proposals due July 3, 2025
Norman Foundation Grants
We support efforts that strengthen the ability of communities to determine their own economic, environmental and social well-being, and that help people control those forces that affect their lives. These efforts may:
- promote economic justice and development through community organizing, coalition building and policy reform efforts;
- work to prevent the disposal of toxics in communities, and to link environmental issues with economic and social justice;
- link community-based economic and environmental justice organizing to national and international reform efforts.
The Foundation provides grants for general support, projects, and collaborative efforts. We also welcome innovative proposals designed to build the capacity of social change organizations working in our areas of interest. Priority is given to organizations with annual budgets of under $1 million.
