Welcome to Carpe Datum’s weekly newsletter, the Federal Data Prospector, the only publication of its kind dedicated exclusively to data and analytics companies that share our passion for serving the public sector. Our featured items begin with the Defense Counterintelligence and Security Agency’s need for a web-based tool to integrate Publicly Available Electronic Information (PAEI) into background investigations, focusing on high-risk populations and leveraging automated, scalable search capabilities. The contractor must provide a platform that can handle up to 3,000 searches per year, ensure data security, and offer comprehensive training and support.

 

  • Department of Defense (DoD), Defense Counterintelligence and Security Agency (DCSA) — Publicly Available Electronic Information checks - DCSA is looking to procure a web-based platform/tool that accesses public data from across the internet and compiles reports and data from PAEI (i.e. social media, public records, web articles, and more). DCSA requires, either through licenses or an automated delivery service accounted by number of records, the ability to search for and receive data from PAEI sources to enhance the BI analysts decision in their ability to determine trustworthiness of the subject of investigation. These search capabilities must be automated, scalable, have modifiable query capabilities to refine search criteria based on requirements, and provide information to include but not limited to, videos, images, original posts, shared posts, comments on threads or postings, and actions such as "likes" or other demonstrated action toward something which has been posted and is publicly available to view

 

In other data news, on August 10th, Wired published an article entitled Thousands of Corporate Secrets Were Left Exposed. This Guy Found Them All. In this story, Matt Burgess describes security researcher Bill Demirkapi's discovery of over 15,000 hardcoded secrets and identification of more than 66,000 vulnerable websites by searching overlooked data sources, highlighting significant risks of exposed credentials and potential cyberattacks. His work emphasizes the need for improved security practices and innovative vulnerability scanning methods to protect against data breaches.

 

  • Within the vast number of exposed keys were those that could give an attacker access to the digital assets of companies and organizations, including the potential to obtain sensitive data. For instance, a member of Nebraska’s Supreme Court had uploaded details of usernames and passwords linked to its IT systems, and Stanford University Slack channels could be accessed using API keys.”

The Department of Veterans Affairs (VA), Office of Business Oversight (OBO), Program Integrity Office (PIO) has a requirement for the use of an existing, real-time or near real-time, searchable, web-based database of public and financial information and healthcare data to aid PIO staff in identifying potential fraud perpetrators against Veterans and the Department of Veterans Affairs. The service will provide data to assist in locating people and businesses, determining relationships, both financial and personal, and verifying credentials.

Subscription for an Economic View Database, Covering United States, Canada, and Macro Service, and Macroeconomic Model

The Office of Economic Policy requires a subscription to an economic view database, covering United States, Canada, and macro service, and macroeconomic model.  These services shall provide Economic Policy with mission-critical information about global capital markets, credit ratings, research tools, and analysis that contribute to transparent and integrated financial markets.  Economic Policy is seeking a database that provides a unique platform to measure and manage risks through expertise and experience in credit analysis, economic research, and financial risk management.

Ownership Data Retrieval Services

Dept. of Agriculture

Forest Inventory & Analysis (FIA) and associated programs is seeking spatially explicit parcel ownership data for the US, to include spatial boundaries, property address, ownership name, mailing address and assessment information (e.g. parcel size, assessed value, recent sale dates). Our goal is to provide accurate, current ownership information to employees conducting forest research.

The Department of Treasury’s Office of Foreign Assets Control (OFAC) requires a subscription service to a web-based investigative platform that allows OFAC to obtain intelligence on heightened risk individuals and organizations, completely and efficiently. OFAC requires a tool to research business intelligence that will enhance the efficiency and effectiveness of their mission.  Thomson Reuters CLEAR assists OFAC with conducting counterintelligence risk assessments, counterintelligence inquiries, and supply chain threat assessments.

S&P 451 Subscription Services for the Office of Financial Institutions Policy (OFIP)

OFIP requires a subscription for a database for fintech news and information in order to stay up to date with the most recent trends, activity, and news in the fintech landscape. This database would provide OFIP with an abundance of data and information that is essential to the monitoring of the fintech landscape and digital payments market.

Notice of Intent to Sole Source - addition of program participation data and clinical outcome data to a linked longitudinal dataset

This longitudinal dataset is comprised of both clinical and community childhood obesity care data specific to the Denver area. The dataset was delivered to local researchers as part of the Childhood Obesity Data Assistant Secretary for Planning and Evaluation (ASPE), and later provided to DNPAO under a Data Use Agreement.

Form 5500 Research Data Subscription

Dept. of Labor

The Employee Benefits Security Administration (EBSA) requests the renewal of the agencies Form 5500 Research Database Subscription currently provided by Asset International, Inc. The EBSA requires support for Form 5500 research, compliance assistance and enforcement tasks. The contractor shall provide a 12-month subscription for database access to edited Form 5500 data. This data will be mapped with U.S. Securities and Exchange Commission (SEC), and Financial Industry Regulatory Authority (FINRA) data, investment performance and state insurance data.

Commercial SmallSat Data Acquisition (CSDA) Program Synthetic Aperture Radar Data

NASA

This action is a firm-fixed price order for synthetic aperture radar data products from Airbus’s commercial satellite constellations for scientific use. The data will be used to support the NASA Indian Space Research Organisation (IRSO) Synthetic Aperture Radar (NISAR) calibration and validation (cal/val) activities post launch. The Airbus imagery will be used for cal/val of NISAR data, which are based on Level-1 science requirements for the NISAR mission. The cal/val activities span a broad range of disciplines such as solid Earth, cryosphere, and ecosystems.

Financial agencies’ AI tests could get reprieve from enforcement

Designated officials within federal financial regulatory agencies would be able to experiment with artificial intelligence tools without fear of enforcement actions under a bipartisan, bicameral bill introduced this week. The Unleashing AI Innovation in Financial Services Act from Sens. Mike Rounds, R-S.D., and Martin Heinrich, D-N.M., and Reps. Google loses massive antitrust case over search, will appeal ruling

Google pays companies, including Apple, Samsung and Mozilla, billions of dollars for prime placement in web browsers and on smartphones. In 2021 alone, Google spent $26 billion to be the default search engine across Apple and Android platforms. According to The New York Times, about $18 billion of that spend went to Apple alone. Google shares 36% of search ad revenue from Safari with Apple. The government has argued that paying for the dominant position effectively kneecapped competitors from being able to build up their own search engines to a scale that would give them the data and reach to stay competitive.
