The Red Cliff Tribe will host a public hearing to discuss the draft 2025-2028 Public Law 102-477 Plan for Employment, Training, and Related Services. This plan proposes to consolidate up to eighteen (18) federal grant programs to enhance employability, expand employment opportunities, and improve training outcomes for the Red Cliff Community.
Key programs proposed for inclusion in Red Cliff’s 477 Plan include:
Child Care and Development Fund (CCDF)
Temporary Assistance for Needy Families (TANF)
Tribal Child Support Enforcement (IV-D)
General Assistance (GA)
Job Placement and Training
Living Languages Grant Program
Head Start, and several others.
This hearing offers an opportunity to learn how the Red Cliff Tribe's 477 Plan will integrate services to improve community access to employability and crucial supportive services, aligning with Red Cliff’s Tribal Priorities. The draft plan will be presented, and printed copies will be available for review during the hearing.

The Red Cliff Community is strongly encouraged to participate and provide feedback and input on the draft plan, either in person or virtually. Your valuable insights will be carefully considered in the development of the final plan. We are particularly interested in your comments regarding how the proposed consolidation will impact access to and the effectiveness of programs such as CCDF, TANF, and Head Start.
About Public Law 102-477:
Public Law 102-477, also known as the Indian Employment, Training and Related Services Demonstration Act (25 U.S.C. § 3401 et seq.), aims to reduce unemployment within tribal communities by supporting effective workforce development programs. This law enables federally recognized tribes to consolidate funding from various federal employment, training, and related services programs into a single, self-governance plan. This allows tribes to tailor programs to the specific needs of their communities by coordinating services, improving outcomes, and streamlining requirements for both participants and administration.
