A dedicated DeFi panel will examine evolving approaches to risk management, the relationship between decentralized and traditional finance, and the infrastructure and standards still needed for broader institutional participation. The Agencies Take the Wheel

Last month asked whether statute would catch up to rulemaking. September answered on the Senate floor: the Clarity Act failed its first test, 49 votes to 50, and market-structure legislation is likely dead until the next Congress. The agencies did not wait. Within ten days the SEC unlocked onchain trading of tokenized stocks, the CFTC sent its own crypto rules to the White House, and the Federal Reserve proposed its GENIUS Act stablecoin rules.

BNY in Talks with Kraken Parent Payward Over Infrastructure Partnership (CoinDesk)

BNY is in talks with Kraken parent Payward over a potential infrastructure partnership spanning digital assets, custody, trading, payments, wealth management and other financial-market services, according to people familiar with the matter. The arrangement could resemble the infrastructure component of Payward’s recent agreement with Nasdaq, where the companies are building technology for tokenized equities and regulated market access. While discussions are ongoing and a deal is not guaranteed, a partnership would deepen BNY’s digital asset infrastructure efforts while advancing Payward’s strategy of providing financial technology and services to established institutions.

Who Controls the Bitcoin Blockchain?

No single participant controls the Bitcoin blockchain, but influence is not distributed equally. In a new analysis, Fidelity Digital Assets examines how users, nodes, miners, exchanges, and custodians collectively govern the network. Nodes enforce the ledger’s rules while miners keep the blockchain moving, and economic nodes can carry greater influence based on the funds and users they represent. Fidelity notes that proposed changes should aim for 95% acceptance because anything less could result in a damaging chain split. The article also flags a growing risk that custodians could concentrate influence as more bitcoin is held through exchanges and banks, but identifies users’ ability to withdraw their assets and support as an important check on custodians’ power.
