PRESIDENTS CORNER

Let's Talk About

Exterior Lighting

Eva Rey

President, Central Viera Community Association

It’s a trend. Maybe even a craze. But, it has also turned into a little bit of a nightmare for our HOAs and even some residents who have to deal with the more “vibrant” displays of outdoor LED soffit lighting spilling into their homes and their patios.

These “Govee Lights” as some people call them (due to a specific and commonly available brand) can be purchased at home improvement stores and are also available through professional installers. As evidenced by the amount of snipe signs we pick up weekly advertising for permanently installed lighting.

Here’s the thing, folks. National Donut Day is not a holiday where you can change the settings to pink, racing lights on your home. Neither is National Ocean Day or National Pizza Day. Believe it or not, we have several homeowners in Viera who like to stretch the imagination and display their lights all the time using the most convenient holiday as the reason. Well, that time is coming to an end. We are updating the CVCA Design Guidelines and Declaration to reflect some “boundaries” to the display of lights for holidays.

First and foremost, the color standard for permanent, soffit lighting has ALWAYS been soft white. Since the inception of CVCA, that has been the standard. However, the popularity of these permanent-colored lights has prompted us to revisit not really the standard, but, the lack of definition and time frames for “holidays”. So, here is language we are adding regarding exterior lighting. The language could vary slightly from neighborhood to neighborhood depending on the house product type, but, here are the basics:

CVCA Annual Meeting Update

Fairway Management

Tom Dillion

2027 assessments are not increasing. At the October 1, 2026, Annual Members Meeting and following Board meeting, the CVCA Board approved the 2027 budget with no change to the per-point assessment. Each residential platted lot is assessed one point, so most homeowners will pay $280.00 for the year (Village properties: $260.00). Assessments are due January 1, 2027, and become late February 1, 2027, and a $20.00 late fee applies.

STORMWATER REPORT

Each year, Fairway Management walks and visually inspects the CVCA master stormwater system for CVCA. The system runs on gravity: lakes are linked by underground pipes, and outfall structures are set at the heights the engineers designed. St. Johns River Water Management District and Brevard County would perfom an inspection every two years; CVCA inspects every year. The bottom line from this year’s inspection: the system is sound, working as designed, and expected to perform properly during storms.

•   What was inspected: 5 zones, more than 20 lakes and canals, and the 4 exit canals (Four, Six, Seven and Eight Mile Canals).

•   Findings: only minor, expected issues and no signs of failure. All four exit canals were in good condition.

•   Repairs made: 10 erosion and washout points were fixed along the Six Mile Canal, including washouts at headwalls and gaps under pipe ends.
