Kiosks no longer accepting checks

As of Sept. 1, 2024, motor vehicle kiosks in Colorado no longer accept checks as a payment option. The ITI and DMV websites are being updated to reflect the current payment options.


Verification of VIN Form (DR 2698) 

Counties are asked to use their discretion and accept the Verification of VIN Form (DR 2698) if all the information is clear and present, even if the lines between the numbers in the VIN are missing. Dealers and customers should download form DR 2698 first before filling it out to ensure the formatting remains correct.


Prior Specific Ownership Tax (PSOT) update

In the August 21 DMV Updates edition, we provided information on how to reverse and refund the overcharged PSOT to customers. Jillian at Boulder County identified an alternate, less time consuming way to correct these accounts and the RC&I Working Group has asked us to share these five easy steps. 


  • Step 1: Select I want to > Title and Registration Maintenance > Change Registration > Make no changes to account
  • Step 2: On the Fee screen, the PSOT charged in error is being credited; however, the same amount is being credited back in SOT
  • Step 3: Complete a Manager Override on the Clerk Hire Free and the SOT credit
  • Step 4: Submit activity
  • Step 5: Overage paid in PSOT shows as a green balance on the account; select Add County Refund and continue transaction

Fraudulent emissions tests

To date, there are 497 cataloged forged Vehicle Inspection Records (VIR) and Diesel Vehicle Inspection Records (DVIR). 128 cases have been resolved by the consumer by submitting a passing emissions inspection report.


The DMV places a registration hold on the vehicle to incentivize the customer to repair the vehicle and submit a valid passing test to release the hold.


When reviewing emissions tests, its important to keep an eye out for the following:

  • If a passing test isn't appearing in DRIVES by the end of the day it was completed
  • Misspellings in the report
  • Control numbers not matching
  • VIN not matching
  • Station numbers not matching

DCGC Upgrade working group meeting

Biweekly training update

The Training team has published a new edition of the DRIVES Biweekly Training Updates document. This edition includes reminders on the following:


  • Vehicle Title Review High-Risk for Odometer (SQR 24951) - A correction has been made to the system to ensure that Title Review Cases will be marked as "high risk" when applicable odometer changes have been made for a vehicle
  • GVW and Commercial Motor Carriers - A reminder article on fields that are required to be updated or addressed for Commercial Motor Carriers when renewing their vehicles
  • Commercial Motor Carrier Out-of-Service Indicators - A reminder article on out-of-service indicators that may be seen on vehicles when transacting with commercial motor carriers
  • DRIVES Intranet Updates - An update on Summer conference materials posted to the Intranet and a new version of the ACP Transactions desk aid

Reminder on SQR 24617: No registration base fee calculating

As a reminder, when processing a Registration Renewal activity for a commercial vehicle that is classified as a Light Truck, it’s imperative that all required and optional fields are addressed. To ensure the Registration Base Fee is calculated accurately, the Vehicle Class and Use Type fields must be reviewed and updated. 


During the FAWG meeting on Aug. 20, 2024, it was identified that when selecting "Yes" to change the Use Type in a Registration Renewal for a Light Truck Commercial Vehicle, the Registration Base Fee is accurately calculated within the activity.

Clerks Corner

DMV legislative proposal

As Senior Director Electra Bustle discussed at the Clerks monthly meeting last month, the DMV proposed new legislative language to the Transportation Legislation Review Committee (TLRC) to support DMV and county business processes along with fraud prevention (no DRIVES programming). The TLRC voted to make it a committee bill and the language is currently in drafting. The two areas of interest to the Clerks are:


  1. Protecting Official DMV Products - The department recommends that Title 42 be amended to state the following: Official Department work product, including but not limited to license plates, temporary license plates, driver licenses and identification cards, identifying placards, decals, title certificates, emission tests and registration certificates and other products created by the Department in the fulfillment of its obligations pursuant to Title 42, is the intellectual property of the division and is prohibited from reproduction without express written consent from the Department or if expressly authorized by law. A violation of this section is a civil infraction and shall be punished by a minimum fine of $XXX for each instance.
  2. Strengthen DMV Powers of Attorney - The DMV recommends that Title 42 be amended to clarify the Uniform Power of Attorney Act of Title 15, article 14, applies to Power of Attorney forms created by the Department for motor vehicle transactions.
