Tree Ordinance Community Outreach
and Benchmarking Study
|
|
The City of Pacifica’s anticipated Tree Ordinance Community Outreach and Benchmarking Study is ready for public review here. The study is a report that summarizes the City's extensive efforts to receive public input to assist in the update of the City’s current Heritage Tree Ordinance. The City hired Davey Resource Group (DRG) to conduct several meetings to facilitate discussions, obtain community comments and input, and provide information on best industry standards.
DRG performed a benchmarking study analyzing eight other regional cities’ Heritage Tree Ordinances. In addition, the City and DRG held a joint Planning Commission/Parks, Beaches, & Recreation Commission/Beautification Advisory Committee meeting, a virtual community meeting, Pop-up events at the Farmer’s Market, presented to the Rotary Climate Action Team and conducted on-line polling with the community to receive input. This input helped guide DRG with the preparation of the report and recommendations on updating the current ordinance.
As the City in now releasing the report, interested parties will have a month to review and provide any additional comments. City staff will present the report to the City Council on May 23, 2022 at a Study Session to receive Council input related to revisions and updates to the current Heritage Tree Ordinance. Based on Council input, City staff will then introduce the updated Heritage Tree Ordinance for the City Council’s consideration, tentatively anticipated for June 27, 2022.
The City is encouraging the public to e-mail any comments related to the report to engineering@ci.pacifica.ca.us and to attend the above meetings to provide any additional public input. Thank you for your participation in this important process!

Wildfire Preparedness
Vegetation Reduction Program
|
|
The North County Fire Authority (NCFA) and the City of Pacifica have worked diligently applying for various grants to support Wildfire Preparedness efforts in our area. As a result, the Coastal Conservancy awarded the City of Pacifica a grant to support a Pacifica Vegetation Reduction Chipping Program. Select areas throughout Pacifica in Linda Mar, Park Pacifica, Vallemar, Pedro Point and Rockaway, have been identified to receive chipping work through the Coastal Conservancy Grant. This grant funding began in August 2021 and has been extended to May 2022.
This may be the last opportunity to take advantage of the free chipping benefit provided by this Coastal Conservancy grant. Please see the list of scheduled chipping days in your area. Please note that some areas may have additional chipping days based on available grant funding. For more information, about this program, please click here.

Revised Sewer Rate
Public Hearing Date is May 9
|
|
A revised Public Hearing notice was mailed the week of March 21, 2022 providing some additional and revised information and a new Public Hearing date of May 9, 2022 for discussion of City sewer rate increases.
At a publicized City Council meeting on February 15, 2022, Public Works discussed upcoming sewer rate changes with the City Council. The February 15th Council discussion included staff and consultant recommendations for a 3.5%/year sewer rate increase over the next 5-year period. This is lower than the previous 2017 5-year increases of 8% (3 yrs) and 7% (2 yrs). The 3.5% increases would begin in fiscal year 2022/23 and include costs to cover yearly inflation, operations, maintenance, debt service and the Wastewater Capital Improvement Program (CIP).
Sewer service fee proceeds can only be used for wastewater purposes. The increase would allow for a significant augmentation of the Capital Improvement Program (CIP) for both the Calera Creek Water Recycling Plant (Plant) and the Collection System. This would include replacement of old Plant equipment (as the Plant is over 20 years old). The CIP will also increase the number of projects addressing the problem of stormwater/groundwater infiltrating into the older Collection System piping, which increases treatment costs and the possibility of Sanitary System Overflows (SSO) that are hazardous to the environment.
Additionally, the proposed CIP includes a fair share contribution to fund the Beach Boulevard Infrastructure Resiliency project. This was determined in the approved Collection System Master Plan to be the most cost effective method to protect sewer infrastructure in this area.
More information about the Wastewater Rate Study, including a Frequently Asked Questions and the revised Notice of Public Hearing, can be found here.
Should you have comments or questions, please direct these to Lisa Petersen, Pacifica Public Works Director, at lpetersen@pacifica.gov.
The February 15, 2022 Council meeting can be viewed on the video link below, or by clicking here. The Council report from the meeting can be found, here.
