There is not much to add about travel from our last newsletter which can still be read
here
. The media suggests some distancing of President Trump from John Bolton on Venezuela with favorable implications for Cuba and for peace.
We have not seen any indication of a rush by OFAC to publish new regulations. Even if they happen, travel already booked is likely to be permitted. If it is not, airlines should reimburse involuntarily cancelled flights.
We are extending the registration deadline for the Santiago-Guantanamo trip to June 15th.
Also below are notes on new opportunities announced at the International Tourism Fair in Havana.

Is Bolton Losing Influence?
|
|
Cartoon by Matt Wuerker
There is growing evidence that President Trump is dissatisfied with his hard line National Security Adviser on both Iran and Venezuela, and presumably North Korea. This makes it less likely the Administration will follow-through on Bolton's extreme speech on Cuba travel.
The Washington Post
reported
on May 8, "The president’s dissatisfaction has crystallized around national security adviser John Bolton and what Trump has groused is an interventionist stance at odds with his view that the United States should stay out of foreign quagmires."
The Post had
written
one week earlier, "The soft-spoken Air Force general was giving an update last week on the Pentagon’s view and making the case against a risky escalation by the United States when Bolton aides, including Mauricio Claver-Carone, Western Hemisphere director at the National Security Council, repeatedly interrupted and asked for military options." (Longer excerpts are
here.)
How much push back has there been from outside the White House? The cruise companies and air lines must be using their substantial lobbying power to protect business interests, although so far they have neither spoken publicly nor mobilized their ace card to educate the White House and Congress, more than one million passengers to Cuba.
The
Latin America Working Group just launched a
campaign to address the whole package of new anti-Cuba policies: Title III, remittances, U Turn financial transactions and travel

Petition: Reject John Bolton's Attack on Travel and Remittances
I am an American who went to Cuba for people to people, family, academic, professional, athletic or cultural exchange or for other purposeful reasons, or plans to.
I call upon President Trump as well as my Senators and Representative to oppose the attempt by hard liners in the National Security Council to return to counterproductive US government limits on travel and remittances.
I also urge restoration of full consular authority and the provision of five year multi-entry visas by both countries.

Carnival & History Trip July 20 - 28
Kelly of the Compass and Camera travel blog wrote about her adventure at Carnival
here. An illuminating non-professional video is
here.
The trip is strong on traditional culture and insight into the complicated history of the US and Cuba since the 19th century.
It includes visiting the city of Guantanamo and the town of Caimanera adjacent to the base.
The draft itinerary is
here. If there is sufficient interest, we will add
Holguin
and
Baracoa. Most participants are spending a few days on their own in Havana, then joining the group to drive to Santiago with a stop-over in Camaguey.
For additional information, write director@ffrd.org.

to register on line by June 15th.
Departures from Miami to Santiago on American Airlines are late enough and returns from Holguin to Ft. Lauderdale on Jet Blue are early enough that an overstay in Florida is usually not necessary. The approximate in-country cost for a single traveler is $2,300 in a hotel or $1,600 plus the room charge in a bed and breakfast.
Travel agents are welcome to send or personally lead their clients on this program. Santiago's Carnival is Cuba's finest and perhaps the best of the Caribbean. Agents are free to add a service fee for their clients to the charges we pass on from Cubanacan.
For the Cuban perspective on Caimanera and the base, see the
video

Hope for peace in Venezuela
The dramatic failure of Juan Guaido's appeal on April 30th for rebellion in the Venezuelan military led to two important changes. For the first time the
New York Times and Washington Post published articles casting doubt on the strategy of regime change.
In addition serious negotiations toward a political settlement began. Canada's Prime Minister called Cuba's President and received a positive response to his request for assistance; then his Foreign Minister
visited Havana. Secretary of State Pompeo grudgingly acknowledged the need to include Cuba in the process although the US still won't negotiate with the Maduro government. Norway hosted
mediation between representatives of Maduro and Guaido.
Fulton Armstrong wrote an insightful analysis on the
American University blog "Inching Towards Negotiaions", noting that, "over the objections of Guaidó’s representative at their meeting, [the International Contact Group] called for dialogue with Cuba to explore ways of ending the crisis."
We created a Move-on petition to Congress against war that can be signed
here.
The US Congress must prevent any direct or indirect military intervention by the Trump Administration
to bring about regime change in Venezuela.
Needed humanitarian aid should be provided and accepted when it is not intended as a political weapon
and provocation for conflict.
My ongoing analyses of the situation can be read
here, and in previous and subsequent posts.
