Hey everyone! My name is Daniel de Leon, and I finance commercial real estate at PSRS. While we work across all asset classes, the majority of our business focuses on sourcing debt for San Diego multifamily properties.


I've been a part of y|GEN for three years now, serving on the board for the past two, and I’m excited to kick off another year! Being involved with the BIA and y|GEN has been an amazing opportunity to learn from and connect with people in the building industry here in town, while also making some great friends along the way.



As the year starts to pick up steam, I’d encourage everyone to dive in—meet each other, get involved, and attend the events. The more you put into it, the more you’ll get out of the experience. Looking forward to seeing you all throughout the year!

Advocacy You Should Know!

VMT Public Policy Impact Analysis


BIA San Diego's President & CEO, Lori Pfeiler along with Gary London of London Moeder Advisors recently attended a CALTRANS, SB 743 Committee meeting in Sacramento, CA. SB 743 is the legislation that establishes Vehicle Miles Travelled (VMT) as the standard to measure traffic impacts of a development. Gary studied the impact of the County’s VMT policies on development in the unincorporated area. The study finds that if the county wanted to stop development, they were very successful. If they wanted to limit the production of GHG, they were not successful at all. By limiting development in the unincorporated area families are forced to drive farther to find suitable housing.

 

CALTRANS reviews transportation projects to determine if they induce more car travel rather than reduce car travel. If there is an increase, the project must mitigate VMT. The committee was interested in our study to understand how VMT policies impact development in general.
