Advocacy You Should Know!
On February 26, the San Diego County Board of Supervisors will be holding a housing workshop. At this workshop, county staff will provide an update to supervisors on the various housing policies they have been working on for some time now: the Development Feasibility Analysis, the Inclusionary Housing Ordinance, the Sustainable Land Use Framework, and the VMT Mitigation Program.
County staff also will present the General Plan Annual Progress Report for 2024, providing data to show how many new homes were both permitted and built last year, and outline the county’s progress toward meeting its RHNA goals. As you recall, in 2023, the county approved only 57 discretionary permits and did not approve a single tentative map.
Staff will also outline the impacts of the various land use scenarios that have been at the forefront of land use decisions by the Board of Supervisors, and seek direction by the Board as to which scenario future policies should be based upon. These scenarios include: 1) Fire Safe/VMT efficient; 2) VMT Efficient/Infill; 3) Villages; and 4) Beyond General Plan. While these are innocuous titles, scenarios 1 and 2 would greatly limit the ability of the county to build the 58,000 homes that were allowed for in the county’s General Plan. Scenario 3 would allow the county to continue implementing what is allowed in the General Plan. Scenario 4 would provide direction to staff to look at ways to allow for General Plan amendments that would increase housing development beyond the units in the current General Plan.
At the workshop, staff will present the current development numbers and the projected building capacity under each of these scenarios, as compared to the General Plan.
BIA staff will be in attendance at the Workshop and make a 10-minute presentation before the Board. BIA staff will also work with coalition partners to ensure our recommendations are consistent and advocate for more housing in the unincorporated area.
