China MEP to Approve 13 Typical Notifications of New Substances in July

China MEP Publishes PRTR Form for Priority Hazardous Chemicals for Environmental Management (PHCs)

 

23 July 2013, The Chinese Ministry of Environmental Protection (MEP) has published a pollutant release and transfer report (PRTR) form for priority hazardous chemicals for environmental management (PHCs) on its website. According to MEP's order 22companies who manufacture PHCs or who use PHCs to manufacture products shall not only fulfill registration obligations but also are required to submit this PRTR form to environmental protection authorities before 31st Jan of each year.

China SAWS Publishes Its Order 60 - The Measures for the Administration of Physical Hazard Identification and Classification of Chemicals

 

17 July 2013, The State Administration of Work Safety (SAWS) of China publishes its Order 60 - the  final version of the measures for the administration of physical hazard identification and classification of chemicals. The new regulation will come into force on 1st Sept 2013.The biggest change compared to draft version is that R&D chemicals will be exempt from hazard identification and classification if the volume is below than 1t/y. Because of this rule, R&D chemicals(<=1t/y) that are not listed in the Catalog will also be exempt from HazChem registrations;

China SAWS Consults on Draft Chinese GHS Phrases

 

15 July 2013, The China State Administration of Work Safety (SAWS) has published a draft national standard on China GHS phrases for public consultations this week. Those phrases are based on the 4th edition of UN GHS to be adopted by China. Around 30%-40% of hazard statements and precautionary statements have changed compared to the old Chinese phrases in GB 20576 ~ GB 20602 safety rules for classification, precautionary labeling and precautionary statements of chemicals published in 2006.

Kanebo notifies CFDA of the recall of some cosmetic whitening products containing a new cosmetic ingredient RHODODENDROL

 

8 July 2013, Kanebo has notified the China Food and Drug Administration (CFDA) of the recall of some whitening cosmetics containing RHODODENDROL (Chemical name: 4-(p-hydroxyphenyl) butan-2-ol ; CAS: 69617-84-1) in Asia. The CFDA has issued a notice saying that Kanebo submitted an application of new cosmetic ingredient approval for RHODODENDROL previously and did not get CFDA's approval for safety reasons.

CFDA consults on the approval of a new cosmetic ingredient Elaeagnus mollis diel Oil
 
5 July 2013, The China Food & Drug Administration (CFDA) issued a notice inviting public comments on the approval of a new cosmetic ingredient "Elaeagnus mollis diel Oil". If it is approved a few months later, this will be the 4th new cosmetic ingredient approved by CFDA. More info can be found here.

CIRS China wins a tender from Daimler-Benz

 

3 July 2013, CIRS China has successfully won a tender from Daimler China (Mercedes-Benz) and secured a two-year contract with them regarding HazChem management & GHS compliance in China. During the next two years, CIRS China will help Daimler-Benz comply with HazChem registration regulations and implement GHS for hazardous products imported into China. CIRS will also provide training to Daimler's local team about decree 591, GHS and TDG. This win again demonstrates CIRS China's high competency and service quality.
